One of the hurdles faced in the effective damage prevention quest is the ability to enforce and penalize. The CCGA’s damage prevention white paper acknowledges the critical importance of effective enforcement in the overall damage prevention process. Getting there, however, is an ongoing challenge.
This tragic event in Colorado illustrates those challenges.
Effective prevention is more than simply requesting a locate. It needs to capture the full damage prevention process – a challenge the CCGA set out to achieve with S-229.
History will determine whether or not we were successful but as we drafted S-229, we did our best to ‘see around corners’ and address those critical areas of governance beyond the locate request.
